decodePKIXRSAPublicKey()

Decodes a DER encoded ASN.1 SubjectPublicKeyInfo structure. Only object identifier pkcs-1 1 (1.2.840.113549.1.1.1) is supported.

Throws an Error if the public key is invalid.
